well for one, it's neither a trueing stand nor a TRUING stand. Its by Marchel Duchamp. You can see one at the Musuem of Modern Art(MOMA) in NYC. What is its connection to Cigs? Well cigarettes are a waste of everything, and the artwork is a waste a a perfectly good fork and wheel, and probably a good stool for sitting on wheel TRUING your wheels

It's an ass crack cleaner. It removes the buildup of chamois cream. You spin the wheel and back up to it. Duh!

Oh yea. It was made by Harry Scrotum and once you are finished getting cleaned you have a smoke.
